Director, Regeneration & European Economic Policy

Our client is a leader in the provision of consultancy, research and management services in economic and social development.

The purpose of this new role is to play a leading role in the development, acquisition and delivery of economic and regional development research and consultancy for the European Commission and other international agencies with a focus on the activities of Employment, Social Affairs and Equal Opportunities and Enterprise, raising the company\'s expertise and profile in these markets and delivering and directing projects to budget, client satisfaction and time.

Primary responsibilities

• To raise the company\'s expertise, profile and market penetration in respect of European public policy research and consulting

• The post holder will be expected to contribute to company and business unit strategic business planning

• The post holder will be expected to attend and contribute to the company\'s Strategy meetings

• To identify and respond to appropriate work opportunities in the field of European economic and regional development and specifically the application of public policy analysis in international markets

• To acquire research and consultancy commissions in the field of economic and regional development from international clients, including the direction and management of bid writing teams

• To direct and manage to budget, client satisfaction and time research and consultancy commissions in the field of economic and regional development with a focus on European public policy analysis, including the direction and management of consultancy and research teams

• To provide clear and focussed intellectual and policy inputs to the development of both project proposals and project reports, including the co-ordination of inputs and principal authorship of outputs in respect of European public policy and economic and regional development in particular
 
Qualifications, Knowledge, Skills & Experience

• Good quality first degree in an appropriate subject (e.g. economics, geography, planning etc)

• Post graduate, professional or vocational qualification in relevant subject including a significant element of quantitative methods

• Membership of an appropriate professional body (e.g. Institute of Economic Development, Regional Science Association etc)

• Recent significant and demonstrable experience of the successful application of evaluation and impact analysis and policy development at the European level

• Proven ability to acquire new work and repeat business from clients and specifically the European Commission including leading in the preparation of high quality tenders and proposals

• Strong evidence of effective project direction and management including the co-ordination of inputs under matrix management approaches

• Demonstrable evidence of the direction and management of high quality consultancy and research reports including lead authorship and client management and specifically for the European Commission

• Excellent knowledge of the institutional and policy context for the delivery of economic and regional development policy at the European level including working knowledge of the European Commission and its agencies

• Expert knowledge in at least one research and consultancy field with an excellent reputation for technical competence in at least two key methodological approaches

• Proven ability to apply impact and evaluation and policy development techniques and processes to complex economic and regional development contexts and scenarios

• In depth understanding and application of European Commission policy appraisal and evaluation techniques
